Administrative actions take effect when they are decided by an administrative agency and publicly displayed. When an administrative agency, after carrying out an administrative action, causes the effect of that action to disappear due to the occurrence of a new reason, this is called "revocation of an administrative action." Laws and regulations often use the word "cancellation" in this case, but this is different in nature from "cancellation," which will be explained later.
