…In 1871, with the establishment of the Dajokan system, the Dajokan issued rules on the holidays and working hours of government officials, and in 1879, the Service Guidelines were issued. Then, in 1882, in order to control local government officials who were struggling to respond to the Freedom and People's Rights Movement, the Service Discipline for Administrative Officials, which had the distinctive features of the regulations for dispatching local inspectors, was enacted. With the establishment of the Cabinet system in 1885, this was further revised in its entirety in 1887 to become the Service Discipline for Government Officials. …
