The National Administrative Organization Law was promulgated on July 10, 1948, and came into effect on June 1 of the following year, after the General Rules for the Ministry System under the Meiji Constitution (Imperial Ordinance promulgated in 1893) was abolished when the current Constitution came into force, and the Administrative Agency Law (promulgated in 1947) was enacted as a provisional law to replace it. The purpose of this law is to determine the standards for the organization of administrative agencies under the control of the Cabinet, and thus to arrange the national administrative organization necessary for the efficient execution of national administrative affairs (Article 1), and it requires, as the organizational principle, a systematic organization of all administrative agencies with clearly defined scopes of jurisdiction and authority (the principle of distribution and connection), and communication between administrative agencies and the exercise of administrative functions as a whole (the principle of coordination) (Article 2).
