Provisional Legislative Council - Rinjihoseishingikai

Japanese: 臨時法制審議会 - りんじほうせいしんぎかい

An advisory body established by the Hara Takashi Cabinet on July 9, 1919 to investigate and deliberate on the legal system. The Legal Investigation Committee established in 1907 was abolished as a result. The direct reason for establishing this council was a recommendation made by the Provisional Education Council on January 17, 1919, which stated, "To maintain the good customs and good morals inherent in our country and to revise those aspects of the legal system that do not conform to these." At the time of its inauguration, Hara Takashi instructed the Provisional Legislative Council's president, Hozumi Shinshige, and vice president, Hiranuma Kiichiro, "Since the Meiji Restoration, thanks to the efforts of my predecessors, the government has been one step ahead in making improvements in all things, so I too must adopt this same approach. It would be a cause for concern for the nation if we only took action after being pressured by the people" (Hara Takashi Diary, July 10, 1919). Its role was to reorganize the legal system in order to preemptively deal with the unrest in social order that followed World War I.

原敬内閣が，1919年7月9日に設置した法律制度を調査審議するための諮問機関。1907年に設置された法律取調委員会はこれにより廃止された。　この審議会設置の直接の理由は，19年1月17日の臨時教育会議の建議の中に，〈我国固有ノ淳風美俗ヲ維持シ法律制度ノ之ニ副ハサルモノヲ改正スルコト〉とあったことによる。その役割は，原敬がその発足にあたり，臨時法制審議会の総裁穂積陳重，副総裁平沼騏一郎に対し，〈維新已来我先輩の尽力にて何事も政府は一歩先に進み改良をなし来れり，故に余も此趣旨を取るべし，人民より迫られて始て処置を取る様にては国家の為めに憂ふべき事なり〉(《原敬日記》1919年7月10日)と訓示したように，第1次大戦後の社会秩序の動揺に先手を打って対処するために，法体制を再編成することであった。
