A facility established for the purpose of housing and providing assistance to people who need protection and are unable to live their daily lives independently due to severe physical or mental disabilities. Article 25 of the Constitution of Japan established various social security systems to guarantee a minimum standard of living for all citizens without discrimination, and this facility is one of the five protection facilities stipulated in Article 38 of the Public Assistance Act, which is the central law of the system.
