However, the atmosphere for dialogue continued. The Geneva Foreign Ministers' Conference was held from May to August 1959 to discuss the resolution of the Berlin dispute, creating a climate for negotiation, and in September a summit meeting between the US and the Soviet Union (Camp David Conference) was held (Camp David Accords). A four-nation summit was to be held in May 1960, but a crisis arose again when a US spy plane was shot down over the Soviet Union (U-2 Incident) just before that, and the conference was closed without being held.
