Reverse expropriation - Gyakushuyo

…In exceptional cases, land may be expropriated beyond what is necessary for the project, primarily for the benefit of the person expropriated. This is called "extended expropriation" or "reverse expropriation."

There are three parties involved in the land acquisition procedure: the public business operator (developer), the person to whom the land is to be acquired, and administrative agencies such as the Minister of Construction, the prefectural governor, and the expropriation committee.
