Year of death: March 23, 1471 (April 13, 1471) Year of birth: 1423 A military commander in the Muromachi period. He was the eldest son of Ise kokushi Kitabatake Mitsumasa and the nephew of Akimasa. After his father Mitsumasa's death in battle, the Ise kokushi was incorporated under the control of the Muromachi shogunate. The character "kyo" in Kyogu's name is one of the characters in the name of Shogun Ashikaga Yoshinori. In 1453 (Kyōtoku 2), Akimasa became a monk and he succeeded the kokushi family. In 1458 (Choroku 2), he was promoted to Junior Second Rank. He accumulated power amid the turmoil in the Muromachi shogunate and the shugo system, and in August 1468 (Onin 2), he annihilated Ise shugo Seho Masayasu at Kitaise Kamimida Castle (Suzuka City, Mie Prefecture). It occupied a politically important position as the hinterland of the Kinai region, and during the Kakitsu War (1441), Noriyasu, the son of the rebel general Akamatsu Mitsusuke, and at the outbreak of the Onin War (1467), Yoshimi, the younger brother of Shogun Ashikaga Yoshimasa, both traveled to Ise relying on Kyogu.
