In the early modern period, Kitaokawara was part of the Yamato Yagyu Domain, and was a distribution center for goods shipped by boat on the Kizu River, and was also connected by the highway linking Kyoto and Iga. Dosenbo in the northern plateau was uninhabited in the Edo period, but in the early Meiji period, Kyoto Prefecture developed it as part of a samurai employment program, and tea and tomatoes were cultivated there. *Some of the terminology that refers to "Kitaogawara" is listed below.
