Prosecution monopoly - Anklagemonopol
In criminal proceedings, a system that does not allow private citizens to indict, but instead grants that authority only to state institutions, particularly to prosecutors (Criminal Procedure Code, 247). By having a nationwide prosecutorial branch as the prosecution authority, the system has the advantage of making fair and uniform decisions on whether to indict or not.
