When a law specifies the requirements and content of an administrative action in a concise and unambiguous manner, it is called a "binding action," and when it does not, it is called a "discretionary action."

In theory, administrative activities that are carried out by administrative agencies with free discretion within the scope of their authority after receiving comprehensive authorization by law are called discretionary acts, and in law, they are called "discretionary dispositions of administrative agencies" (Article 30 of the Administrative Case Litigation Act). In contrast, activities of administrative agencies that are strictly restricted by law and have no room for the exercise of administrative discretion are called restrictive acts or restrictive dispositions.
