Kiselyov's reforms

...In 1816, he submitted a memorandum to the Tsar calling for the gradual emancipation of serfs, but from 1835 he was active as a progressive member of Nicholas I's Secret Commission on Peasant Affairs, and in 1837 he became Minister of the newly established Ministry of State Property. By 1841, he had implemented major reforms, mainly administrative reforms, for state-owned peasants. These "Kiselyov reforms" were later highly praised by liberals, but in Soviet academic circles, despite their progressive aspects, they were considered to have strengthened state control over peasants. He was Russian ambassador to Paris from 1856 to 1862, and during that time he submitted a draft bill for the emancipation of serfs to Alexander II in 1857. ...
