Originally, new regulations meant those issued by the Emperor or the In, but in the Kamakura period, similar laws issued by the shogunate came to be called the Buke New Regulations (also the Kanto New Regulations), and new regulations issued by the Emperor or the In came to be called the Kuge New Regulations, and other regulations such as the Kechu New Regulations and the Jihen New Regulations also appeared.
