...In the 7th century, powerful clans gradually built temples, and by 624 (the 32nd year of the reign of Empress Suiko), the number of temples reached 46. Ancient temples with seven halls (arrangements of temple buildings) called Shitennoji-style or Horyu-ji-style were being built. However, under the Ritsuryo system, many of these clan temples came under state control and protection, and were turned into official temples. Laws on Monks and Nuns and Laws on Temples were issued, and by 692 (the 6th year of the reign of Empress Jito), the number of temples under state protection reached 945, and the government designated several centrally located temples as official temples. The official temples received special treatment from the state and their numbers gradually increased, until the Engishiki lists 15 temples: Todai, Kofuku, Gango, Taian, Yakushi, Seidai, Horyu, Shinyakushi, Honganko, Shodai, To, Sai, Shitenno, Sufuku, and Kofuku.
