Sekitsu
Checkpoints and ferry landings. (Records of the Three Kingdoms, Wei, Wei Shu, Gengxu Order, cited in the annotations to the Chronicles of Emperor Wen) The checkpoints are for preventing disasters, and the ponds are for preventing disasters. Imposing heavy restrictions is not for the people. Remove the restrictions on the ponds, lighten the restrictions on the checkpoints, and restore everyone to one-tenth of a cent.
