Karigane Tsutsumi

...Former name of the province. Suruga. Located in the central-eastern part of present-day Shizuoka Prefecture, east of the Oi River, excluding the Izu Peninsula.
[Ancient times]
Kami Province (Engishiki) belonging to the Tokaido. The name Suruga is thought to have inherited the name of "Tsuruga Province" located in the area east of the Fuji River. Suruga Province was formed in the mid-7th century by combining the territories of Tsuruga Kuni no Miyatsuko and Iohara Kuni no Miyatsuko, and in 680 (Tenmu 9), two districts were separated to create Izu Province. It had seven districts: Shida, Mashiko (Tsu), Uto, Abe, Iohara, Fuji, and Suruga. It was originally part of the Chugoku region, but by 768 (Jingo Keiun 2) at the end of the Nara period, it had become Kami Province.

… The Fuji River is a rapid river and carries a large amount of sediment, and has long been plagued by floods. Some of the embankments still remain today, including the Shingen embankment, built by Takeda Shingen to protect the Kofu Basin from the rapids of the Midai River, and the Karigane embankment, built in the early modern period by Suruga Province magistrate Furugoori Magodayu Shigemasa and his son Bun'emon Shigetoshi to develop Kashima Shinden (present-day Fuji City). Between 1925 and 1929, the Sewari embankment was constructed to lower the confluence of the Kamanashi River and Fuefuki River by about 2.7 km downstream. …
