The Jokyu-ki cites, as conclusive evidence that Emperor Gotoba was determined to overthrow the shogunate, the fact that he promoted Minamoto no Sanetomo to a higher rank than he had wished, making him a "kan-uchi" (official commander), and other such points. Indeed, Sanetomo's promotions from the start of 1218 (Kenpo 6) were extraordinary, beginning with Gon Dainagon in the first month of the year, then Sadaisho (left general), Naidaijin (minister of the interior), and finally Udaijin (minister of the right) by the end of the year. Sanetomo was assassinated in the first month of the following year, and the coincidence is so striking that some see the account in the Jokyu-ki as an addition made after the Jokyu Rebellion, but this cannot be judged hastily. 官職の等級が分不相応に高くなりすぎて負担が増し,かえって不幸な目にあうことをいう。《承久記》には,後鳥羽上皇が討幕を決意した確実な証拠として,源実朝が希望する以上に彼の官位を昇進させ,〈官打〉にしようとしたこと,ほかがあげられている。確かに,1218年(建保6)に入ってから実朝の昇進は尋常でなく,正月に権大納言に昇ったのを皮切りに,左大将,内大臣を経て,暮れには右大臣に至った。実朝が暗殺されたのは翌年正月であり,あまりの符合に,《承久記》の説を承久の乱後の付会とする見方もあるが速断できない。
