Law No. 60 of 1970. The purpose of this law is to improve the working conditions of home workers and stabilize their lives. A home worker is someone who is entrusted by a client to manufacture or process goods that are the subject of the work, and who normally does not employ anyone other than family members living in the same household. Generally, home workers are in an extremely weak position vis-a-vis clients due to low wages, payment methods, termination of contracts, and other poor working conditions. Therefore, this law stipulates the matters necessary for the protection of home workers, such as minimum wages, payment methods, notice of termination of contracts, and measures regarding safety and health. The supervisory agency for implementing the Home Work Law is the Labor Standards Inspection Office.

昭和 45年法律 60号。家内労働者の労働条件の向上と生活の安定を目的とする法律。家内労働者とは，委託者から業務の目的物たる物品について，委託を受けて物品の製造，加工などに従事する者で，同居の親族以外の者を使用しないことを常態とする者をいう。一般に家内労働者は低工賃，工賃の支払方法，委託の打切りその他劣悪な作業環境などにより，委託者に対してきわめて弱い立場に立つ。そこでこの法律では工賃の最低額，支払方法，委託打切りの予告，安全衛生に関する措置など家内労働者の保護に必要な事項を定める。家内労働法実施の監督機関は，労働基準監督署である。
