…The Katsuragi mountain area is home to many legends that maintained religious power in opposition to the ancient Yamato Imperial Court, such as the legend of En no Ozunu, the founder of Shugendo, being exiled to Izu, the legend of the rebellion of the Tsuchigumo spiders as recorded in the Kojiki and Nihonshoki, and the legend of Ichinotonushi no Kami being exiled to Tosa. The Katsuragi Shugen, based at Kongo Mountain and Inunaki Mountain Shippo-ryu Temple, established 28 lodgings from Tomogashima to Kamese, which are related to the 28 chapters of the Lotus Sutra, and continued to practice mainly by copying and offering sutras. Later, it became an important training site for the Honzan Shugen.
