…School lunches in Japan began in 1889 when poor children were given lunch in Tsuruoka, Yamagata Prefecture. In 1932, the Ministry of Education issued an instruction entitled “Temporary School Lunch Facilities” to encourage school attendance and improve physical condition, and the government also began to provide school lunches. After World War II, school lunches changed from a means of poverty relief to a part of education, and the International Conference on Public Education adopted Recommendation No. 33 concerning School Meals and Clothing (1951), which recommended that all countries promote the spread and establishment of school lunches from the perspective of children's physical, intellectual and personality development. …
