...They can be broadly divided into those who moved from the inner periphery of Kamimachi to Shimomachi due to the development of Tamachi, and those who moved from the castle town to the outer edge or villages. Mitsukuni also built the Kasahara Waterworks to secure drinking water for the samurai and common people of Shimomachi, and built the Tokiwa Public Cemetery in Tokiwa Village, adjacent to the castle town, and the Sakado Public Cemetery in Sakado Village for his retainers. Shimomachi is low-lying with the Naka River to the north and Senba Lake to the south, so it was frequently hit by floods, and suffered particularly severe damage in 1723 (Kyoho 8), 1723, 1730, 1734, 1855 (Horeki 5), 1886 (Tenmei 6), 1824 (Bunsei 7), and 1838 (Tenpo 9). ...
