Processed raw milk, cow's milk, special milk, or foods made from these ingredients, with a nonfat solids content of 8.0% or more by weight, and sold for direct consumption. (1) Vitamin milk (fortified milk) made by adding trace nutrients such as vitamins and minerals to raw milk, (2) traditional reconstituted milk made by adding water to dairy products and reconstituting it into milk, and (3) thickened milk made by adding cream, skim milk, and other dairy products to raw milk. Types of thickened milk include reconstituted milk and concentrated milk made by concentrating raw milk to 1/2 to 1/4 of its original volume, which is used as an ingredient in ice cream and other products, but these are essentially similar to unsweetened condensed milk.

生乳，牛乳，特別牛乳あるいはこれらを原料として製造された食品を加工したもので，重量百分率で無脂肪固形分 8.0%以上の成分を有し，直接飲用に供する目的で販売するもの。 (1) 生乳にビタミン，ミネラルなどの微量栄養素を混入処理したビタミン牛乳 (強化牛乳) ，(2) 乳製品に水を加え，牛乳に還元した旧来の還元乳，(3) 生乳にクリーム，脱脂乳，その他の乳製品を加えた濃厚牛乳があり，濃厚牛乳の一種として還元牛乳や，アイスクリームなどの原料に利用されている生乳を1/2～1/4に濃縮処理した濃縮乳があるが，これは実質的には無糖練乳に近い。
