One member of the House of Peers is elected by mutual vote of the top 15 direct national tax payers from each prefecture. There are 45 in total. Hokkaido and Okinawa Prefecture implemented this from the 5th general election (1918). The term of office is seven years. Eligibility to be elected is male aged 30 or over. The election method is by writing a single ballot and signing one's name. They are the members with the weakest voice within the House of Peers, and the Choyoukai, an in-house group consisting of members from large taxpayers formed in 1897, was dissolved in 1904 due to pressure from Imperially appointed members. With the revision of the House of Peers Act (1925) under the Kato Takaaki cabinet, two members were elected from each of the three prefectures and one province and large prefectures, and the number of members elected by mutual vote was expanded to the top 100 taxpayers per member, but there was no major change in their status within the House of Peers.
