…In order to raise funds for the military during the An Lushan Rebellion in 755 (Tianbao 14), Gan Zhenqing began the official sale of table salt in Hebei. Based on his experience, in 758 (Qianyuan 1), the fifth salt and iron official, Daigoki, implemented a monopoly on salt processing, well salt, and then sea salt. He established salt-producing districts as salt-producing districts, enslaved producers called pavilions and ridge farmers, controlled all production, and sold the salt produced for a monopoly profit of several tens to 100 times the cost price. There were two types of sales: the official sales method, in which the officials transported and sold the salt themselves, and the commercial method, in which they partially outsourced the sales to merchants. …
