Registered mail - kakitome

A type of special handling of mail, stipulated in the Postal Law (Law No. 165 of 1947). It is a system in which records are kept from acceptance to delivery of mail, and if the mail is lost or damaged during delivery, all or part of the damages requested at the time of acceptance are compensated. The handling of registered mail began with the handling of "Kinsui-ri Letters" in July 1871 (Meiji 4), and the "Specially Registered Mail" system was established in January of the following year. Currently, in addition to "Cash Registered Mail" for sending cash and "General Registered Mail" for non-cash items such as jewels, precious metals, securities, and valuable documents, "Simplified Registered Mail" was established in 1971 (Showa 46), which omits records during delivery and provides fixed compensation in the event of loss, etc. Registered cash mail uses "cash envelopes" sold at post offices, but these were newly established in 1951 (Showa 26) and prior to that were called "insurance mail" or "mail with coins enclosed."

Compensation for damages requires that the amount of damages claimed be declared when sending the registered mail and that a fee be paid according to that amount. The amount of damages claimed is up to 500,000 yen for registered cash and up to 5 million yen for regular registered mail. The fee for registered cash is 420 yen for up to 10,000 yen in damages, and for each additional 5,000 yen above that amount, while for regular registered mail, it is 420 yen for up to 10,000 yen in damages, and for each additional 5,000 yen above that amount, while for regular registered mail, it is 420 yen for up to 100,000 yen in damages, and for each additional 50,000 yen above that amount. The damages limit for simplified registered mail is 50,000 yen, and the fee for regular mail is 350 yen. The fee for registered mail is the fee for regular mail plus the fee for registered mail mentioned above. You are free to choose whether or not to treat the mail you use as registered mail (except for registered cash), but mail that requires time of receipt certification, delivery certification, content certification, or special delivery must be treated as registered mail.

郵便法(昭和22年法律165号)に定める、郵便物の特殊取扱いの一種。郵便物の引受けから配達までの記録をし、送達の途中で亡失、または毀損(きそん)した場合、引受けの際申し出ておいた損害要償額の全部または一部が賠償される制度である。書留の取扱いは、1871年(明治4)7月の「金子入(きんすいり)書状」の取扱いに始まり、翌年1月に「別段書留郵便」制度ができた。現在は、現金を送る場合の「現金書留」と、宝石、貴金属、有価証券、貴重な資料など現金以外を対象とする「一般書留」に加え、送達途中の記録を省略して亡失等の場合は定額賠償とする「簡易書留」の取扱いが1971年(昭和46)に創設されている。現金書留は、郵便局で販売されている「現金封筒」を用いるが、これは1951年(昭和26)に新設されたもので、それ以前は「保険扱」「貨幣封入郵便」などと称されていた。

 損害賠償は、書留を差し出すときに損害要償額を申し出、その額に応じた料金を支払うことが要件になっている。損害要償額は、現金書留では50万円まで、一般書留では500万円までである。料金は、現金書留では損害要償額が1万円まで420円、1万円を超えた場合は5000円増えるごとに設定され、一般書留では損害要償額が10万円まで420円、10万円を超えた場合は5万円増えるごとに設定されている。簡易書留は、損害賠償限度額が5万円までとされ、料金は通常郵便物の場合350円となっている。書留利用料金は、通常郵便物の料金に、前記書留料金をプラスしたものとなる。利用する郵便物を書留扱い(現金書留を除く)とするかしないかは自由であるが、引受時刻証明、配達証明、内容証明、特別送達とするものは、書留扱いとする必要がある。
