[Establishment and diversification]
When the term "popular literature" was first established, it referred only to historical novels. This became clearer as the terms changed to "written kodan," "new kodan," "reading literature," "popular literature," and "popular literature," but it was essentially an expression of the intention to revive the tradition of popular literature that had existed since the early modern period, and the composition of the 21st Society, which formed the core of this movement, was also biased toward writers of historical novels. The 21st Society, which was founded in the fall of 1925 as a social organization for popular writers, included Motoyama Tekishuu, Hasegawa Shin, Kunieda Shiro, Hirayama Rosho, Edogawa Ranpo, Kozakai Fuboku, Masaki Fujiyokiyu, Yada Soun, Haji Seiji, Shirai Kyoji, and Naoki Sanjuzo (later renamed to Sanjugo), but all but Ranpo, Fuboku, and Fujiyoki were historical novelists.

 大衆文学は成立当時,時代小説だけを指していわれていた。それは〈書き講談〉〈新講談〉〈読物文芸〉〈大衆文芸〉〈大衆文学〉と呼称が推移した過程でより明確になっていったが,基本的には近世以来の庶民文芸の伝統を復活しようとする意図の現れであり,その中核となった二十一日会の構成もまた時代小説の書き手にかたよっていた。1925年秋に大衆作家の親睦機関として創設された二十一日会には本山荻舟(てきしゆう),長谷川伸,国枝史郎,平山蘆江,江戸川乱歩,小酒井不木(こざかいふぼく),正木不如丘(ふじよきゆう),矢田挿雲,土師(はじ)清二,白井喬二,直木三十三(のちに三十五と改める)が名を連ねているが,乱歩,不木,不如丘を除く他の者は時代小説家であった。…
