Since then, the Pugwash Conferences have been held once or twice a year around the world, and are called the Pugwash Conferences after the first place where they were held. Officially, they are called the Conference on Science and World Affairs. The Declaration was created by 11 scientists, including B. Russell, A. Einstein, and Hideki Yukawa, who were concerned about the emergence of the hydrogen bomb at the height of the Cold War and the imminent threat of nuclear war. They called for a resolution to be gathered together "as members of the human species" beyond national and ideological boundaries in order to overcome the "tragic situation facing mankind" and to "advise the governments of the world to realize that their objectives will not be achieved by a world war, and to publicly acknowledge this fact."
