…In 1911, they bought the Miyakojima Factory in Osaka, and received the Ministry of Finance's Jujo Branch Factory. They then merged with Kokura Paper Mill and Yukosha in 1924, and Toyo Paper in 1925. They then merged with Karafuto Kogyo Co., Ltd. (established in 1913 by Okawa Heisaburo, based in Karafuto) and Fuji Paper Co., Ltd. (established in 1923. Okawa held real power for a time, but Oji took real power from 1929 onwards), both of which were in dire straits due to the lifting of the gold embargo and the American depression. In 1933, Oji Paper was born with capital of 150 million yen, and became one of the world's largest paper companies, accounting for over 80% of the nation's western paper production (95% of newsprint). …

...Paper manufacturers continued to seek cheap raw wood resources and expanded into Karafuto (Sakhalin). In June 1913, Mitsui & Co. built a sulfite pulp factory in Otomari (now Korsakov), and in December of the same year, Karafuto Kogyo, founded by Okawa Heisaburo, built factories in Tomari (now Tomari), Moka (now Kholmsk), and Esutori (now Uglegorsk), and handled everything from pulp to paper. In November 1915, Japan Chemical Paper Company, founded by Koike Kunizo, built a factory in Ochiai (now Dolinsk), which was later absorbed by Fuji Paper and began mass production of kraft paper.
