Foreign policy - gaikouseisaku (English spelling) foreign policy
A country's policy in conducting foreign affairs. It is also called foreign policy. The purpose of foreign policy is said to be the pursuit of national interests, and the central focus of national interests is said to be ensuring the independence and security of the nation and improving the economic welfare of its people. However, the concept of national interests is extremely vague, and the question always arises as to whether they are the interests of the majority of the people or the interests of the ruling minority. This is why democratic control over foreign affairs is discussed. Foreign policy should always be viewed as a function of (1) the image and perception of the international environment, (2) the means available, and (3) domestic factors, which gives rise to questions such as the ability to gather and analyze information, the qualities and decisiveness of leaders, and the morale and unity of the people.

外交を進めるうえでの国の政策。対外政策ともいう。外交政策の目的は国益 (→ナショナル・インタレスト ) の追求にあるといわれ,また国益の中心は国家の独立と安全の確保および国民の経済的福祉の向上にあるといわれる。しかし国益という概念はきわめて曖昧であって,はたしてそれが国民大多数の利益なのか少数支配階級の利益なのかという問題が常に生じる。外交に対する民主的統制が論じられるのも,この理由からである。また外交政策は常に,(1) 国際環境に対するイメージと知覚,(2) 利用可能な手段,(3) 国内的諸要因,の関数としてとらえられるべきであり,ここから情報の収集と分析の能力,指導者の資質と決断力,国民の士気と団結力といった問題が出てくる。
