Ocean-going vessel
A ship engaged in international voyages. As opposed to coastal ships engaged in domestic voyages. In the narrow sense, it refers to a ship to which the International Carriage of Goods by Sea Act applies, and whose port of loading or discharging is outside Japan. When entering or leaving a port, it is of course subject to the regulations of the Port Regulations Act and the Port and Harbor Act, and procedures stipulated in each law, such as quarantine, customs, and tonnage, must be followed. The ports that oceangoing ships can enter and leave are limited to open ports designated by the Customs Act, and prior permission from customs is required to enter other ports. Not only are port calls restricted in this way, but they cannot carry coastal cargo. When an oceangoing ship wishes to engage in coastal shipping, it must go through the procedure of changing its qualifications.

国際航海に従事する船舶。国内航海に従事する内航船に対するもの。狭義では,国際海上物品運送法の適用がある船舶で,船積港または陸揚港が本邦外にあるものをいう。港の出入りにあたっては,港則法,港湾法の規制を受けることはもちろん,検疫,関税,とん税などの各法に定められた手続をとらなければならない。外航船の出入できる港は関税法で指定されている開港に限られており,それ以外の港に入るときは,あらかじめ税関の許可を必要とする。このように寄港が制限されているだけでなく,内航貨物を運ぶこともできない。外航船が内航に従事しようとするときは,資格変更の手続をとらなければならない。
