[Administrative Law Orders]
(1) General legal regulations (administrative legislation) enacted by national administrative agencies are called orders. Under the current Constitution, orders can take the form of Cabinet Orders (Article 73, paragraph 6 of the Constitution), Cabinet Office Orders or Ministerial Orders enacted by the Prime Minister or each Minister of Ministry, rules enacted by the heads of committees or agencies (Articles 12 and 13 of the National Government Organization Act), Board of Audit Rules enacted by the Board of Audit (Article 38 of the Board of Audit Act), and National Personnel Authority Rules enacted by the National Public Service Authority (Article 16 of the National Public Service Act). Orders can only be enacted as executive orders (enforcement orders) to enforce laws or delegated orders based on delegation of law.
