The term "kawakari" refers to people who catch fish in rivers. During the Heian period, those who belonged to the Miniesho and Kugosho offices of the Naizenshi in Yodotsu, Yamashiro Province, engaged in fishing along the Yodo River and presented fresh fish as offerings to the Imperial Court, were called "karitori." As kugonin, they had status privileges, monopolized fishing grounds, fished with Takase boats, stored and transported the offerings, and sold their catches in Ichitsu. The officials who had direct jurisdiction over the karitori groups were the yaku or shikko, and furthermore, officials from the Shiefu below the rank of bancho were seconded to the Kugosho in shifts to supervise them. 川狩すなわち河川で魚をとる者のことで,平安時代に山城国淀津にあった内膳司の御贄(みにえ)所,供御(くご)所に所属して,淀川筋で漁労に従事し,朝廷に鮮魚を供御として貢進する役をつとめる身分の者を狩取といった。彼らは供御人としての身分的特権をもち,漁場を独占して高瀬舟で漁を行い,供御物の保管・運送を業とし,市津において漁獲物を一手に販売した。狩取の集団を直接に管轄する役人に,預または執行がおり,さらに四衛府の番長以下の官人が,交替に供御所に出向して,彼らの監督にあたった。
