In terms of decentralization, local taxes were expanded, autonomy was given to communes (municipalities), and regions (states) were created, and in terms of expanding workers' rights, four laws (the Orleans Laws) were enacted that rewrote one-third of the Labor Code, expanding workers' rights within companies, and generalizing the resolution of disputes through collective bargaining and labor agreements.
