Supply (kyokyuyu) means providing goods when there is demand, and in this case, the types of goods provided, such as food, oil, and electricity, are not particularly limited, and the recipients are general users and consumers, that is, an unspecified number of people. Therefore, when 'supplying A (goods) to B (recipient)', 'to B' is usually omitted and not said. …
