...In the Edo period, a post station was established and it was known as the first post station on the Tokaido. In the March 1843 (Tenpo 14) Shinagawa-shuku "Account Book of the Inn" it lists the following as miscellaneous taxes for the inn: Shibainehoshibasen (rice drying tax), Hayashi-sen (for forestry), Yabu-sen (for bushes), Shibama-sen (for grass), Ryoshi-machiuratsuitatechinoei (for the area behind the hunter's town), Ashino-sen (for arid nets), Ami-shuku-sen (for drying nets), Nori-gai (seaweed tax), Osaisakana-dai (for vegetables and snacks), Ship-work tax, Funadaki-goun-joyo (for boats), Tabi-ryo-sen (for traveling hunting boats), etc. The tax on dishes and snacks was a payment of fresh fish, which had been delivered to Edo Castle, but since 1792 (Kansei 4) has been changed to a payment of cash; the tax on ship fuel was a tax on kaya, fuel used to burn the bottoms of ships traveling around the country, new ships, and old ships, which were sold by people staying at the inn; and the tax on traveling hunting ships was collected from fishing boats from Awa and Kazusa, which fished in nets off the coast of Shinagawa Bay.
