Okitsu Tadashi

...an Edo Shogunate office under the control of the Roju, headed by the Kofu Duty Control. In 1724 (Kyoho 9), after the lord of Kofu, Yanagisawa Yoshisato, was transferred to Yamato Koriyama, the entire Kai Province (Yamanashi Prefecture) became a direct domain of the Shogunate, and the office was established to guard Kofu Castle. It was made up of two groups, the Ote to the south of Kofu Castle and the Yamanote to the north, but according to the Tokugawa Jikki, in July of the same year, Arima Naizen Sumiyoshi and Okitsu Noto no Kami Tadashige were appointed to the Kobushin Group, and in terms of office, they were placed above the Tokoku Bugyo. Next, under them, 100 small construction workers aged between 17 and 60 who lived in Edo and had stipends of 500 koku or less and up to 200 koku were made to serve as guards, and two guards were appointed to each group, with 10 yoriki and 50 doshin assigned to each group, thus establishing the system of guards in Kofu.

…老中支配下にある江戸幕府の職制で甲府勤番支配を長とする。1724年(享保9)甲府藩主柳沢吉里の大和郡山転封のあと，甲斐国(山梨県)一円が幕府直轄領となったことによって甲府城警衛のため設置された。甲府城の南に大手，北に山手（やまのて）の2組から構成されるが，《徳川実紀》によると同年7月小普請組支配から有馬内膳純珍（すみよし）と興津能登守忠閭（たださと）が任命され，職制上は遠国奉行の上に定められた。ついでその下に500石以下200石までの江戸在住の小普請の士で，年齢17歳より60歳までの者を100人ずつ勤番士として所属せしめ，また勤番士の組頭2人ずつを設け，さらに与力10人，同心50人ずつが命ぜられたことによって甲府勤番の体制が整備された。…
