...After the Tokugawa clan came to power in Edo, the construction of the Keisei-cho district was approved in 1617, and the system of congregated prostitution was made even clearer. In 1657 (Meireki 3), the district was moved to Shin Yoshiwara in Asakusa, where it continued to exist through the end of the Edo period and into the Showa period. The main officially licensed red-light districts that were established in this way in various locations included, in addition to the three mentioned above, Shumoku-cho in Fushimi, Kitsuji in Narashino, Shibaya-cho in Otsu, Miroku-cho in Sunpu, Rokuken-cho in Tsuruga, Mikuni in Echizen, Ayukawa (Aikawa) in Sado, Takasu in Sakai, Chimori in Sakai, Iso-cho in Kobe, Murotsu in Harima, Tomo in Bingo, Miyajima in Aki, Tadanoumi in Sakai, Yunotsu in Iwami, Inari-cho in Shimonoseki, Yanagi-cho in Hakata, and Maruyama in Nagasaki, and the Dobo Goen (1720) lists a total of 25 such districts. Some of these had already fallen into decline in the early Edo period, and the names and numbers of pleasure quarters reported in various documents differ slightly from each other, and the origins of the establishment of many of them cannot be determined.
