In the 6th year of the reign of Emperor Tenchi (667), the emperor overcame opposition from many people and moved the capital from Asuka in Yamato. The location is said to be the area around the former Shiga Village in Otsu City, Shiga Prefecture, but the details are unknown. The reasons for the move included the desire to avoid the old powers of Asuka and to refresh the people's spirit, as well as the convenience of land and sea transportation, and as a defense measure against Silla. It is said to have been a beautiful Tang-style capital city, and in addition to the Imperial Palace, it contained the Buddha Hall, the Western Hall, the Small Western Hall, and the Great Storehouse. After the death of Emperor Tenchi in the 10th year of the same year, this imperial capital was devastated by the Jinshin War in the 1st year of the Kōbun era (672). The Man'yōshū contains poems by Kakinomoto no Hitomaro, Takichi no Furuhito (→Takichi no Kurojin), and others lamenting the ruins of this ruined capital.

天智6 (667) 年,天皇が諸人の反対を押切って大和の飛鳥から移した都。その位置はいまの滋賀県大津市内の旧滋賀村一帯といわれるが,詳細は不明。遷都の理由は,飛鳥の旧勢力を避け人心を一新すること,さらに水陸交通の便がよいこと,対新羅防衛策などがあげられる。唐風の画然たる都城であったといわれ,内裏のほかに仏殿,西殿,西小殿,大蔵などがあった。同 10年天智天皇の没後,この帝都も弘文1 (672) 年の壬申の乱によって荒廃した。『万葉集』に柿本人麻呂,高市古人 (→高市黒人 ) らのこの荒都を悲しんだ歌が収められている。
