…In Kyoto, fires broke out soon after the capital was moved to Heian-kyo, and there are records of fires that burned down much of the city several times. Even during the Edo period, there were major fires in 1708 (Hoei 5), 1730 (Kyoho 15), and 1788 (Tenmei 8). Osaka was also frequently hit by major fires, including the great fire of 1791 (Kansei 3), and in 1837 (Tenpo 8), there was a major fire called "Oshio-yake" caused by fires during the Oshio Heihachiro Rebellion.

However, most of the fire records from the Keicho period onwards found in the Nihon Saiishishi were those that occurred in Edo, and Edo was the area most affected by major fires.

…京都では，平安京遷都後まもないころから大火が起こり，何回もその大半を焼くような火災が記録されているが，江戸時代にはいってからも，1708年(宝永5)，30年(享保15)，88年(天明8)などの大火があった。大坂でも，91年(寛政3)の大火をはじめしばしば大火に襲われているが，1837年(天保8)には大塩平八郎の乱の兵火による〈大塩焼け〉と呼ばれる大火もあった。
