Born in Enryaku 2 (783), Nara Died September 27, 846. A court official in the early Heian period in Kyoto. He was the fifth son of Kiyomaro and the younger brother of Hiroyo. He studied at the University, became a Bunsho student, and in 804 he was appointed Toneri, in 815 he was a Junior Fifth Rank Lower, and in 840 he was appointed Councillor. He was deeply devoted to Buddhism, and it is said that the founding and development of the Tendai and Shingon sects was largely due to the efforts of his brother Hiroyo and Masatsuna. When he was the Middle Captain of the Left Guard, he distributed stipends and even added his personal possessions to search for good land in Settsu, relieving the soldiers from exhaustion. Later, he was suspected in an incident involving Zenkai of Horyu-ji Temple and Naona Tomi, and left his post and closed his doors.
