...Japan is one of the world's leading deep-sea fishing nations, along with the former Soviet Union, Spain, Poland, Germany, and South Korea. In Japan, the Deep-Sea Fishing Promotion Act was enacted in 1897, and subsidies were even offered for improving and enlarging fishing boats, but deep-sea fishing did not really develop until the late 1950s after World War II. Deep-sea fishing grew thanks to policies that thinned out fishing boats from overcrowded coastal fishing grounds and moved offshore, and from offshore to the deep sea, as well as advances in fishing equipment and refrigeration, freezing, and processing technology.

...In the mid-Meiji period, the government seemed to be considering ways to improve fishing boats by identifying particularly excellent existing fishing boats and spreading them throughout the country, as well as improving them by incorporating the advantages of Western-style fishing boats. According to the Ocean Fisheries Promotion Law promulgated in 1897, the ocean fishing boats eligible for promotion were presumably Western-style sailing ships and steamships. However, steamship steam engines were accompanied by boilers in addition to the engine, and the boilers had almost the same volume as the engines, so their volume was much larger than that of oil engines. ...
