…This special account was established in April 1951 based on the Foreign Exchange Fund Special Account Law (promulgated in 1951) to facilitate the buying and selling of foreign exchange and the associated receipts and payments of yen by the Japanese government. It is abbreviated as the Foreign Exchange Account. Prior to the establishment of this account, the Foreign Exchange Special Account, established in December 1949, included not only the profits and expenses of foreign exchange transactions, but also the buying and selling of foreign exchange itself in the budget. However, the Foreign Exchange Fund Special Account, which was established to replace this, separates the buying and selling of foreign exchange itself from the receipts and payments of the revolving fund known as the foreign exchange fund (overseas funds in foreign currency), and only includes the profits and expenses of transactions in the budget. …
