Ebert-Gröner Agreement

…In response, the Social Democratic Party leaders, including Ebert and Scheidemann, realized that they could not suppress the revolutionary movement from below. Supported by the organizational strength of the party and the labor unions, they took the initiative with the support of the soldiers, under the slogans of "republic" and "unity," and formed a coalition government of the two Social Democratic parties (the "Council of People's Commissars" led by Ebert and Haase). Faced with the revolution of the workers and soldiers, the military tried to suppress it by forming an alliance with the Social Democratic Party (the Ebert-Gröner Agreement on November 10), while the industrial sector joined forces with the labor unions to maintain the capitalist system and secure a say in economic policy (the Stinnes-Regien Agreement on November 15). In the Stinnes-Regien Agreement (also known as the Central Labor Community Agreement, the Zentralarbeitsgemeinschaft), labor unions were recognized as equal negotiating partners for the first time, and the eight-hour work day was also approved. …
