...This treaty was the first equal treaty that Japan had signed in the history of Japan's unequal treaty revisions. However, the relationship between Japan and Mexico in modern times did not lead to the establishment of close economic and political relations. Notable events were the attempted and failed construction of the Enomoto Colony at the end of the 19th century and the arrival of about 10,000 Japanese labor immigrants at the beginning of the 20th century. The Enomoto Colony project, funded by influential figures in the political and business world at the time, including Enomoto Takeaki (Minister of Foreign Affairs), acquired land in the Escuintla region of Chiapas in southern Mexico, and in 1897 sent the first 35 agricultural immigrants to cultivate coffee.
