High-quality washi paper produced in Echizen Province. At the end of the 16th century, there was a paper market, and paper was produced in the Goka Village area (present-day Echizen City, Fukui Prefecture), including Otaki-go, Imadate County. During the Edo period, the area flourished, producing custom-made items for the shogunate and feudal lords, as well as items for sale in the three major cities (Edo, Osaka, and Kyoto). However, in the later period, similar types of paper increased in other provinces, and sales fell. Paper-making farmers fell into poverty, and were absorbed into the wholesale system of borrowing raw materials from large paper merchants.
