...In addition, the armed anti-government struggle for the liberation of the Ogaden region by the aforementioned Eritrean liberation forces and the Western Somali Liberation Front (WSLF), supported by neighboring Somalia, continued, putting the revolutionary military government in a difficult situation. Then, in February 1987, the national referendum approved the constitution of the Republic with 81% of the votes, and in June of the same year, elections were held for a unicameral National Assembly (Shengo), and in the first session of the National Assembly in September of the same year, Mengistu, who had been the chairman of the Provisional Military Administrative Council since February 1977, was elected as the first president, achieving the transfer of power to civilian rule and officially inaugurating the People's Democratic Republic based on a one-party system.
