...bureaucrat and politician. His pen name was Kyodo. He was from Iwakuni Domain. In 1868 (Meiji 1), he became a trainee court clerk, and in 1871, he studied at Waseda Ranko Gakusha and the Kaitakushi School, among others, before joining the Ministry of Education in 1874. In 1891, he became a counselor. During this time, he drafted the Elementary School Curriculum Guidelines (1881) and the Elementary School Ordinance (1890), among others. In 1893, he became Director of the Prefectural Administration Bureau of the Ministry of Home Affairs, and later served as governor of Ibaraki, Tochigi, Aichi, Hiroshima, and Kumamoto prefectures, devoting himself to flood control, civil engineering, education, and other fields. In 1904, he became an imperially appointed member of the House of Peers. In 1924, he served as Minister of Education in the Kiyoura Keigo cabinet, and later became a Privy Councilor. ...

…官僚，政治家。号を狂塢。岩国藩出身。1868年(明治1)裁判所見習書記となり，71年早稲田蘭疇学舎，開拓使学校等に学び74年文部省に入る。91年参事官。この間，小学校教則綱領(1881)，小学校令(1890)などを起草。93年内務省県治局長，その後，茨城，栃木，愛知，広島，熊本の各県知事を歴任し，治水，土木，教育などに尽力する。1904年貴族院勅選議員。24年清浦奎吾内閣の文相を務め，のち枢密顧問官。…
