In 1963, the General Assembly adopted the Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space, based on the work of the Subcommittee. It confirmed two fundamental principles of space law: (1) All States shall be free to explore and use outer space on an equal basis for the welfare and benefit of all mankind (freedom of space activities), and (2) outer space and celestial bodies shall not be the subject of national appropriation by any means (prohibition of appropriation of outer space). ...
