After the February Revolution of 1917, the Ukrainian Central Rada (see Rada) was established in Kiev with leaders such as Khrushevsky, V.K. Vinnichenko (1880-1951), and SV Petliura (1879-1926). It tried to sweep away the Russification policies of the Tsarist era and implement Ukrainization policies in various fields. It was in fierce conflict with the Russian Provisional Government, especially over the Ukrainization of the military.
