Born January 22, 1816. Arrived in Japan in 1857 on the Yapan (later Kanrin Maru), which had been ordered by the shogunate. Instructed trainees such as Enomoto Takeaki and Katsu Kaishu at the Nagasaki Naval Training School. In 1863, he returned to Japan when the training school closed. Later he became Minister of the Navy, and served as an intermediary for the training of Uchida Masao, Nishi Amane and others when they went to study in the Netherlands.
